voice acting as a career

How can you get into voice acting as a career in the Bay Area?

Are there any websites or studios? How do you audition or hear of parts that are available?
Or just in general. My brother is really talented and wants to get into cartoon or video game roles. We just want to know wha you would do to get started, what sort of roles, who you would talk to/where you would have to go, etc.

The hub is really in Los Angeles. Opportunities would be limited in San Fran therefore making it a very part time endeavor at best.
