Why are my animals acting so strangely?

My pets are acting strangely tonight. My cats don’t want to come in, and my dog keeps asking to go in and out. When she’s out, she whines to come in, but when I try to let her in, she walks away from me. When she’s in, she whines to go out. Normally she’d be long asleep by this hour. Other animals in the neighborhood are acting strangely too. Is this happening to anyone else? What might be causing it?

Sometimes they can get nervous if the weather is about to change. Could that be it?
